More Turnover, Turmoil in Mauldin Public Works Department

Fire Chief Sapp takes over temporary leadership of the department following interim director's termination.

Mauldin Fire Chief and assistant city administrator Russell Sapp will temporarily oversee the day-to-day operations of the Mauldin Public Works Department following the firing of interim director Charles Kirksey, city administrator Trey Eubanks said. Kirksey recently was terminated for unspecified reasons. Eubanks declined to comment on the reasons for the firing, citing it as a personnel matter.  However, a friend of Kirksey's, George Caldwell, indicated the termination stemmed from Kirksey's alleged improper use of department equipment for his personal use. Caldwell railed against Eubanks and the Council at its Monday meeting, saying he believed Kirksey, who is African-American and without a college degree, had been railroaded just as he…

UPDATE: Mauldin Terminates Fincher as Public Works Director

The embattled William Greg Fincher, who faces a kidnapping charge, has been relieved of his duties by the city.

This post has been updated with comments from city officials. William Greg Fincher, Mauldin's Public Works Director, has been fired. Fincher, charged last month for kidnapping, was dismissed by the city effective Aug. 30, city administrator Trey Eubanks confirmed Tuesday evening. The city has already placed advertisements to fill Fincher's job. Fincher was arrested last month after he allegedly detained a 21-year-old woman who had shown up at the Public Works Department for a job interview. Fincher allegedly held the women there against her will until she was able to flee over an eight-foot chain link fence surrounding the property. An incident report said Fincher, who was belligerent and appeared intoxicated at the time of his arrest, had…

Police Report: Alleged Kidnap Victim Faces Charge of Her Own

The woman who claims Mauldin Public Works Director William Fincher held her against her will faces an assault and battery charge from an unrelated incident.

The woman who alleges Mauldin Public Works Director William Greg Fincher asked for sex in return for a job, and then detained her against her will before escaping, is facing a charge of her own, Patch has learned. According to police reports, Chelsea Alisha Fowler, 21, of Mauldin was arrested by Mauldin Police on an outstanding warrant for third-degree assault and battery during a warrant check on Aug. 24, shortly after Fincher was arrested and charged on a count of felony kidnapping. Fowler's arrest and charge, a criminal misdemeanor, allegedly stemmed from a confrontation with her father earlier this month, according to an incident report. Fowler has since been released on bond. On Aug. 8, Fowler's father alleged she came to the family …

More Details Emerge in Arrest of Mauldin Public Works Director

An incident report states alleged kidnapping of woman stemmed from spurned advances of William Fincher during job interview at Mauldin Public Works Department.

The arrest of Mauldin Public Works Director William Greg Fincher last week on a charge of kidnapping reportedly stemmed from a job interview with a female applicant who spurned Fincher's alleged sexual advances, according to an incident report. According to the report, a 21-year-old woman who arrived for a job interview on Aug. 23 alleged Fincher offered her alcohol and asked her for sex in exchange for a job.  The woman alleged Fincher — who remains on paid administrative leave while the incident is under investigation — drank four beers and refused to unlock a gate and allow her to leave when she asked to.  The woman eventually had to scale an eight-foot chain-link fence in order to escape, she claimed. The woman also claimed she hurt …
