Police Report: Alleged Kidnap Victim Faces Charge of Her Own

The woman who claims Mauldin Public Works Director William Fincher held her against her will faces an assault and battery charge from an unrelated incident.

, is facing a charge of her own, Patch has learned.

According to police reports, Chelsea Alisha Fowler, 21, of Mauldin was arrested by Mauldin Police on an outstanding warrant for third-degree assault and battery during a warrant check on Aug. 24, shortly after Fincher was arrested and charged on a count of felony kidnapping.

Fowler's arrest and charge, a criminal misdemeanor, allegedly stemmed from a confrontation with her father earlier this month, according to an incident report. Fowler has since been released on bond.

On Aug. 8, Fowler's father alleged she came to the family home demanding to see her son, whom the parents are attempting to gain permanent legal custody of, the report stated. Fowler's father reportedly denied his daughter entry to the home because she had broken out a bedroom window in a disturbance the preceding night, the report said.

The father alleged his daughter in the report, "began kicking the door in order to break it down. Chelsea then kicked off the plywood that covered the window…. Mr. Fowler stated that Chelsea grabbed landscape lights and a landscape border brick threatening to throw them at him."

"As the disturbance continued, Mr. Fowler stated that Chelsea spat on him in the face through the window and continued yelling and kicking the front door," before eventually leaving and seeking help herself from police, the report said.

Fowler said he had allowed his daughter and grandson to live in his home, but said his daughter "would leave her son with him and his wife and would disappear for weeks at a time," causing him to seek custody.

While Fowler faces the assault charge, Fincher remains on paid administrative leave from the city while his case is prosecuted. 

City Administrator Trey Eubanks, whom an incident report said was present when a reportedly drunk and belligerent Fincher was placed into custody and arrested at police headquarters, said he and other city officials and employees "cannot comment on a personnel matter and an ongoing investigation."
